What FOCIL is actually for
FOCIL is EIP-7805, Fork-choice enforced Inclusion Lists. In plain language, a committee of validators compiles lists of transactions that builders must include. No single builder gets to decide alone which waiting transactions vanish from a block. CoinDesk’s framing matches the EIP page: today an operator assembling a block can still leave some eligible transactions out. FOCIL is meant to close that gap as a censorship-resistance measure.
The proposal remains a Draft Standards Track Core item on eips.ethereum.org. It is not on mainnet. Authors listed on the EIP include Thomas Thiery, Francesco D'Amato, Julian Ma, Barnabé Monnot, Terence Tsao, Jacob Kaufmann, and Jihoon Song. Created date sits at 2024-11-01. Discussion continues on ethereum-magicians. None of that equals a live fork.
Trust and ethics sit at the center of why FOCIL earned the only scheduled seat. Inclusion is not a vibes metric. It is the promise that ordinary users and privacy-adjacent flows do not depend on the goodwill of one block builder. Hegota’s editors so far have treated that promise as non-negotiable enough to lock early, while everything else stays provisional.
Sixty-six proposals, one lock
Ethereum Foundation researcher Toni Wahrstätter posted Aug. 16 that about 66 proposals sit on the table for Hegota. Core developers will narrow them over coming calls. The new-proposal deadline passed Aug. 6. Frame Transactions (EIP-8141), Keyed Nonces (EIP-8250), and EIP-8272 are considered, not approved. Privacy has not shipped. Ordinary ETH transfers stay visible. Anyone selling Hegota as a finished privacy upgrade is ahead of the process. This story stays inside the approved scope: FOCIL alone is locked; the rest is triage.

That calm matters for how the live room treats the news. Hosts who walk the ETH chart every day do not need to invent urgency. Hegota is not this year’s fork. FOCIL is not live. The honest read is that core devs chose one censorship-resistance primitive early and left the rest of the shortlist open for client teams to argue through.
